Without formal channels of communication, the movement’s positions were not made known, or were manipulated by the mass media. With no visible leaders, feminist activity was rendered invisible. Although, at different moments, feminist groups developed multiple initiatives and sought to build temporary alliances (for example, the coalition in 1976 and FNALIDM in 1979), because they did not establish political relationships with other forces, the movement was cut off from national politics. Furthermore, by organizing into identity-based groups, personal emotions such as erotic passion or romantic resentments advanced to the forefront.

The law passed thanks to the group’s lobbying and to the alliance of congresswomen of all the parties, coordinated by Amalia García, then a PRD congresswoman. The second effort raised the issue of quotas. At the beginning of the decade, a sector of “popular” feminism initiated a more pragmatic intervention in the public sphere and discovered that more women were needed in political positions. This group demanded quotas for female representation to correct the political parties’ numerical imbalance.
