It provides information to assist them in their researches and to guide them on their visits to libraries and archives. It will enable them to find their way quickly and efficiently through the voluminous research and research materials that have become available in recent years and will point them toward solutions to the problems they will encounter in the course of their work.

From the start the Duce's relations with the professional diplomats was ambivalent. He upset them by promptly moving the Foreign Ministry from the hallowed and tranquil Palazzo della Consulta to the Palazzo Chigi on the comer of the Via del Corso and the Piazza Colonna, one of the busiest street comers in Rome. The purpose behind the change remains obscure. It made the Foreign Ministry the neighbor of, but no more subject to, the Italian parliament. At the time it was suspected that Mussolini planned to harangue the passing Roman crowds from the Palazzo Chigi but, in fact, he found other balconies for this pastime.

At most, there were qualms about tactics and timing, but these were suppressed as the professionals cooperated willingly enough in planning the Ethiopian campaign, insofar as the Foreign Ministry was privy to such preparations. Mussolini's new capo di gabinetto, Pompeo Aloisi, came from the mainstream of the Palazzo Chigi and, on being appointed head of the Italian delegation to the League of Nations, labored conscientiously to defend the Duce's actions in East Africa. Later, in 1935, Guariglia returned to the Palazzo Chigi expressly to coordinate the ministry's activity in the Ethiopian affair.
