Two of the early and important ethnographic/discourse studies in this connection were those of Basso (1970) and Philips (1970, 1983). Both authors showed that the cultural norms of American Indians (the Apache of Arizona and the Sahaptin of Oregon, respectively) were sufficiently different from those of their white neighbors that reservation children often fell foul of their teachers. The most salient difficulty was a reluctance to speak in class. Traditionally, teachers were likely to categorize their Indian pupils as cold and unresponsive, sullen or shy; such classroom perceptions reflect and reinforce longheld stereotypes about Indian taciturnity.

22 Language Diversity in the Classroom There is a large literature documenting (and debating) the educational outcomes associated with different bilingual-education scenarios, but some of the most important aspects of the topic are, again, those whose source is outside the classroom. That is why I conclude the chapter with a discussion of the politics of bilingual education. There are strong analogies here with the controversies surrounding multiculturalism and multicultural education; indeed, it is possible to see discussion of bilingual education as one sub-set of these.
