Almost all (89 percent) students who are certified to receive a free or reduced-price meal participate, whereas those who are not certified for a subsidized meal still participate at a fairly high level (60 percent). Minority students participate at slightly higher levels than do non-Hispanic White students, and students from households with lower income-to-poverty ratios also participate at higher rates than those with higher income-to-poverty ratios.
Study results differ, but the worst-case verdict would appear to be that the program is making children a little overweight while contributing a little support for agriculture. If Schanzenbach’s results were extrapolated to all children from the study sample of nonpoor first graders, the 2-percentage-point difference in the probability of obesity for participants represents 25 percent of the base.
