It has more recently been complemented by work based at Christ Church University College, Canterbury (Parsons et al. 1997). The first conference on evaluating the ENHPS was held in Thun, Switzerland, in 1998 and its report will shortly be available from the WHO. So examples of practical experience are beginning to inform thinking in this area. Health promotion is generally tough to evaluate (WHO 1998b), particularly approaches that use a multi-variate ‘settings’ approach, so evaluating such a multifaceted concept as the health promoting school idea is naturally proving to be a major challenge (St Leger 1999).

For many, selfesteem forms part of their core definition of what it is to be mentally healthy: for example, Jenkins, McCulloch and Parker define mental health as ‘a belief in our own worth and the dignity and worth of others’ (1998:5), while Macdonald and O’Hara see it as ‘feeling that you have rights, feeling worthy, feeling you have power and can control and influence your experiences in the world’ (1998:9). In recognition of its fundamental importance, Chapter 3 in particular will spend some considerable time exploring the issue of self-esteem, its complexities and controversies, and how schools can best promote it.

Most of the focus to date has been on the importance of the environment for physical health and safety, through hygiene, lighting, ventilation, heating and hazard avoidance (McKenzie and Williams 1982), to which unfortunately now may have to be added a concern to make the school secure from violent intrusion (WHO 1998c). More recently, attention has also been paid to the impact of the physical environment of the school on mental, emotional and social health (Wulf 1993). For example, several ENHPS schools have attempted to make their schools more attractive, ecologically sound and pupil-friendly while very much involving the pupils in the process of transformation.
