When Globalization Fails: The Rise and Fall of Pax Americana

IS GLOBALIZATION AN accidental RECIPE FOR struggle?
Taking this query as its start line, James Macdonald's whilst Globalization Fails deals a wealthy, unique account of conflict, peace, and alternate within the 20th century—and a cautionary story for the twenty-first.

In the past due 19th century, liberals exulted that the unfold of foreign trade may herald prosperity and peace. An period of financial interdependence, they believed, might render wars too expensive to salary. yet those goals have been dashed via the carnage of 1914–1918. looking the protection of monetary self-sufficiency, countries became first to protectionism after which to territorial enlargement within the 1930s—leading back to devastating clash. Following the second one international struggle, the globalists attempted once again. With the communist bloc disconnected from the worldwide financial system, a brand new overseas order was once created, buttressing loose exchange with the casual supremacy of the U.S.. yet this benign interval is coming to an finish.

According to Macdonald, the worldwide trade in items is a combined blessing. It makes international locations wealthier, but additionally extra weak. And whereas fiscal interdependence pushes towards cooperation, the ensuing feel of monetary lack of confidence pulls within the contrary direction—toward repeated clash. In Macdonald's telling, the 1st international War's naval blockades have been as very important as its trenches, and the second one global struggle might be understood as an inevitable fight for important uncooked fabrics in an international that had rejected unfastened alternate. this present day China's monetary and armed forces growth is undermining the Pax Americana that had stored financial insecurities at bay, threatening to resurrect the aggressive multipolar global of the early 20th century with all its attendant hazards. Expertly mixing political and monetary background and enlivened via brilliant citation, while Globalization Fails recasts what we all know concerning the previous and increases very important questions on the long run.

Thus, his reportage offers much insight into how these leaders view and justify neoliberalism. Friedman’s work is not highly regarded by scholars; it is often seen as ‘trite’ and ‘lightweight’ (although, to be fair, his 2005 book offers, among other things, useful insight into a topic – outsourcing – that scholars have tended to ignore [see Ritzer and Lair, Part II]). Nonetheless, Antonio sees his work as offering ‘what may be the most comprehensive, widely read defence of neoliberal globalization’.

As its title suggests, this view is critical of globalization because it is associated with the extension and transnationalization of power. The best-known idea associated with this perspective is Hardt and Negri’s (2000) ‘empire’. However, this mode goes beyond critique to point to new subjective and transnational forms of resistance to this extension of power (Hardt and Negri’s [2004] ‘multitude’). Agency, subjectivity and social struggle are central to this resistance. The conflict between, for example, empire and multitude is leading to struggles over the distribution of the world’s resources and over recognition and identity (ethnic, gender and so on).

Here a key issue, indeed a central issue in globalization scholarship in general, is what, if anything, is new about globalization today in comparison to other periods in history. There are those who see globalization as beginning with the fall of the Soviet Union, others who trace it to the end of World War II, still others who see its beginnings centuries ago, and even those who argue that globalization can be traced back thousands of years. For those who see globalization today as something unique in history, there is the issue of its general implications, and most specifically its implications for progressive values and projects of human emancipation.
