In addition to increasing the demand for power and water, the rapid growth of population has also caused an acute housing shortage in Bahrain. The first major scheme to be undertaken to relieve this pressure was the construction of Isa Town to the south-west of al-Manamah. This new town received its first inhabitants in 1968 and because the Amir Shaikh Isa bin Sulman donated the land and the state provides free public services, residents now only have to repay the costs of house construction. In the early 1980s its population was estimated at 22,000, and it is expected that when Isa Town is completed it will have a total population of about 35,000.
