3 We agree with Thompson that these three elements need to be distinguished more clearly, although in this chapter we will distinguish them somewhat differently than he does. Thompson notes that a descriptive definition should identify only what is necessary to distinguish deliberation from other kinds of political discourse, so that we can identify and analyze it, especially in contrast with other kinds of communication. Citizen discourse should be able to meet the threshold definition of deliberation, or the theory becomes utopian.

We find that deliberative publicity is not a mere function of other aspects of a civic forum, but an independent variable in its own right, and that authors can attend more consciously to the ways in which publicity is authentically deliberative. Returning to our sample of final reports of civic forums in Chapter 6, we explore the extent to which each report practiced transparency about important details of the deliberative process. We find that these reports devoted most attention to revealing the control, design, and intended influence of forums, yet many authors divulge these aspects of forums only partially.

Democratic deliberation in civic forums 39 Were we to accept this definition, few of the civic forums we analyze in this book would count as instances of democratic deliberation. Perhaps only the popular assemblies and some of the co-governance forums we mentioned in the Introduction would merit attention, but none of the advisory forums. However, we think that Thompson is mixing the definition of deliberation with empirical circumstances that can affect it.
