15 BF high performance IS ballast consumes about 38W. Although LEDs are also available in 3500, 4100, 5000 and higher Kelvins, the S/P ratios could be quite different for the same CCT fluorescent lamps and LEDs. Even LEDs of the same CCT may have considerably different S/P ratios. Hopefully, the DOE will test LEDs in 2014, like it started testing fluorescent in 2013. EVEN THE BEST CHANGE SINCE SLICED BREAD Some people do not initially like the best change since sliced bread, no matter what it is, because they are used to the status quo; it can take a while them for make the internal adjustment with a change.

I do not understand this, because Spectrally Enhanced Lighting 27 most of the light designers like daylight, which is considered an average of 6500K. Maybe it is because cool white fluorescent has considerably less red content than warm white fluorescent, which does not have that much red anyway. Most retrofits done with at least 4100K (and often 5000K) have good customer satisfaction. High CCT LEDs could be developed with substantial R9, which is red content, and that may help many more people like, or at least accept, high CCT.
