A trouble-free Safe Mode is an indicator that a software issue is the source of problems you normally see. There are still many candidates, for example a driver or software conflict, malware, or simply too many programs launching at startup.
For general maintenance, turn off your computer and ground yourself as instructed above under Physical Hardware C.
