Once enough electrons (with their negative charges) are at the anode, the potential energy across the conductors is diminished and the tube no longer functions. When subjected to high levels of ionizing radiation, the dead time occurs frequently and the meter is not able to accurately measure the relative levels of radioactivity. Thus, survey meters are used to detect low levels of radiation, whereas ionization chamber meters are used to quantify higher levels of radiation.

Ionizing radiation damages the DNA. Either the DNA is damaged beyond repair, in which case the cell dies, or the DNA is altered in such a way that the functions it encodes are no longer normal. Given several such “hits” the DNA may become sufficiently abnormal that the cell ceases to function normally and begins to function outside the normal control mechanisms in the body. That is, the cell becomes cancerous. So one can see why damage to most parts of the cell can be recovered from or, at worst, the single cell dies.

Even if it were possible to accurately quantify the exact risk of a future cancer from a given radiation dose, it is still nontrivial to try to balance that against the risks of not receiving the dose. For example, imagine a patient with right lower quadrant pain and suspected acute appendicitis. The basic choices are to take the patient to the operating room to remove the appendix (running the risk that the patient may not have appendicitis) or doing a CT scan to look for evidence of acute appendicitis.
