Malaysia attracts international students from many countries, but primarily from China, Indonesia, Iran, Nigeria and Bangladesh. However, the government has concerns about the alignment of education with human capital development. It plans to develop education as an export industry, upskilling the workforce and developing Malaysia as an education hub in Asia. The government recognises the country needs a critical mass of researchers to be globally competitive. In 2008 it launched the ‘MyBrain15’ initiative with the objective of producing 60,000 Malaysian PhD graduates by 2020.
