Elected leaders also hoped these new venues would make downtown “the place to be,” bringing in tourists and visitors from suburban areas. Those visits could transform images of decline with crowds of people of all ages eager to live, work, and play in the “comeback” cities and their revitalized downtown areas.

The first focused on investments in expensive facilities—dubbed “big ticket” items—such as an arena (for basketball, hockey, and other entertainment events), a ballpark (baseball), new centers for music, dance, and theatrical presentations, museums, or a stadium (football or soccer). These large capital projects were often located in downtown areas in an effort to return a sense of vibrancy to areas abandoned by businesses and residents. Across more than three decades there were an unprecedented number of taxpayer-financed sports facilities built in downtown areas from Baltimore to San Diego and from Charlotte, North Carolina to Seattle.

That spending creates new tax revenues for central cities by moving discretionary spending from suburban to downtown areas. 10 When that happens, even more tax revenues are generated. Sports facilities as a result of the large crowds that attend games produce a volume of economic activity that creates the potential to redistribute spending patterns within a metropolitan area.
